The research used a qualitative case study design, grounded in Grindle's (1997) capacity-building theory. Data were collected through in-depth interviews with eight key informants, field observations, and analysis of policy documents and activity reports. The results indicate that the Bojonegoro DPMD has implemented various capacitybuilding programs, including SISKEUDES-CMS training, technical guidance on the procurement of goods and services, and strengthening multi-stakeholder collaboration with the Prosecutor's Office, the Police, and the Village Consultative Body (BPD). These programs have contributed to an 89% increase in transparency and accountability in village financial management. However, capacity-building implementation remains partial due to limited digital human resources in remote villages and suboptimal systemic policy integration. This study contributes theoretically by enriching public administration scholarship on integrating integrity values into capacity building, and provides practical recommendations for strengthening village training through continuous monitoring and community participation. %Z 22632011073
