This inquiry is important because the increase in women’s representation has not automatically produced substantive representation capable of influencing legislative, budgeting, and oversight processes in a meaningful way. The research employs a qualitative approach with a case study design through in-depth interviews, observation, and document analysis. Data were analyzed using the Miles and Huberman interactive model and NVivo coding to identify patterns in PUG implementation within the DPRD. The findings show that the implementation of Regional Regulation No. 9 of 2025 continues to operate within a normative framework due to the absence of technocratic instruments that can translate the PUG mandate into legislative work procedures. The study also finds that the low and uneven representation of women in strategic positions limits the institutional capacity of the DPRD to consistently integrate gender perspectives. In addition, the substantive contributions of female legislators are significant but remain individual and not institutionalized because of weak organizational support and insufficient inter-institutional coordination. %T FROM QUOTAS TO SUBSTANCE: IMPLEMENTING REGIONAL REGULATION NO. 9 ON GENDER MAINSTREAMING IN DPRD BOJONEGORO
