	bibo:abstract "Penelitian ini bertujuan menganalisis penerapan prinsip transparansi dan akuntabilitas dalam pengelolaan pendapatan daerah sektor minyak dan gas bumi (migas) di Kabupaten Bojonegoro pada era Open Government Partnership (OGP). Sebagai salah satu daerah penghasil migas terbesar di Indonesia, Bojonegoro memiliki tingkat ketergantungan fiskal yang tinggi terhadap Dana Bagi Hasil (DBH) Migas dan skema Participating Interest (PI) 10 persen, sehingga menuntut tata kelola pendapatan yang terbuka, akuntabel, dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif \r\ndeskriptif dengan teknik pengumpulan data melalui wawancara mendalam terhadap aktor kunci dari pemerintah daerah, DPRD, BUMD, serta masyarakat sipil, yang diperkuat dengan analisis dokumen kebijakan dan laporan keuangan daerah. Hasil \r\npenelitian menunjukkan bahwa implementasi transparansi masih bersifat parsial dan administratif. Informasi strategis terkait kontrak migas, mekanisme pembagian PI, serta perhitungan DBH belum sepenuhnya dapat diakses publik, sehingga menciptakan kondisi asymmetric transparency antara belanja dan penerimaan daerah. Meskipun mekanisme akuntabilitas formal telah tersedia, efektivitasnya masih terbatas akibat lemahnya akses \r\ndata dan pengawasan publik. Partisipasi masyarakat dalam pengelolaan pendapatan migas juga masih bersifat simbolik dan belum berkembang menjadi keterlibatan substantif dalam pengambilan keputusan fiskal. Penelitian ini menyimpulkan bahwa \r\npenguatan transparansi penerimaan daerah, reformasi tata kelola PI, dan perluasan partisipasi publik yang inklusif menjadi prasyarat utama keberhasilan implementasi OGP di daerah penghasil migas."^^xsd:string;
