Namun, banyak aplikasi layanan publik digital masih menghadapi kesenjangan antara desain dan realita yang memengaruhi penerimaan pengguna dan adopsi jangka panjang. Studi ini menganalisis penerimaan aplikasi SIMANTAP (Sistem Informasi Manajemen Aparatur Terpadu) yang diimplementasikan oleh Badan Pelayanan Publik, Pendidikan, dan Pelatihan (BKPP) Kabupaten Bojonegoro, Jawa Timur. Penelitian ini mengintegrasikan Model Penerimaan Teknologi 3 (TAM 3), Teori Difusi Inovasi (IDT), dan Tata Kelola Era Digital (DEG) untuk memberikan pemahaman komprehensif tentang faktorfaktor yang memengaruhi niat perilaku pegawai negeri sipil. Dengan menggunakan pendekatan kuantitatif, data dikumpulkan dari 324 pegawai negeri sipil yang telah menggunakan SIMANTAP selama minimal tiga bulan dan dianalisis menggunakan Partial Least Squares–Structural Equation Modeling (PLS-SEM). Hasil menunjukkan bahwa persepsi kegunaan secara signifikan memengaruhi niat perilaku, sedangkan persepsi kemudahan penggunaan secara signifikan memengaruhi persepsi kegunaan tetapi tidak memengaruhi niat perilaku, yang mencerminkan sifat wajib penggunaan sistem. Temuan ini juga mengungkapkan beberapa kesenjangan antara desain dan realitas yang berkaitan dengan kompleksitas sistem, literasi digital, integrasi data, dan budaya organisasi.
