	bibo:abstract "Penelitian ini menganalisis implementasi sanksi disiplin terhadap Aparatur Sipil Negara (ASN) di lingkungan Sekretariat Daerah Kabupaten Bojonegoro berdasarkan Peraturan Pemerintah Nomor 94 Tahun 2021 tentang Disiplin Pegawai Negeri Sipil, dengan fokus pada penggunaan aplikasi SiKepo sebagai instrumen pengawasan digital. Rumusan masalah penelitian ini adalah legitimasi yuridis data elektronik SiKepo sebagai alat bukti dalam penjatuhan sanksi disiplin dan implikasi sistem otomasi SiKepo terhadap pemenuhan hak prosedural ASN. Penelitian ini merupakan penelitian hukum empiris dengan pendekatan kualitatif. Data diperoleh melalui wawancara, observasi, dan analisis dokumen kepegawaian tahun 2025 di Sekretariat Daerah Kabupaten Bojonegoro. Hasil penelitian menunjukkan bahwa dari 569 kasus pelanggaran disiplin, sebagian besar merupakan pelanggaran ringan yang diselesaikan secara informal, sedangkan hanya sebagian kecil yang diproses secara formal. SiKepo cukup efektif mendeteksi pelanggaran, namun masih ditemukan kesalahan sistem yang berpotensi menimbulkan ketidakadilan prosedural. Hambatan utama implementasi sanksi disiplin meliputi budaya organisasi yang permisif, birokrasi berbelit, kesalahan teknologi, inkonsistensi kepemimpinan, dan kesenjangan regulasi. Selain itu, penerapan prosedur formal sebagaimana diatur dalam PP No. 94 Tahun 2021 masih belum optimal. Kesimpulan penelitian ini menunjukkan bahwa implementasi sanksi disiplin ASN di Kabupaten Bojonegoro belum berjalan optimal karena adanya kesenjangan antara norma hukum dan praktik lapangan. Penggunaan data digital SiKepo perlu disertai mekanisme verifikasi yang memadai agar tidak melanggar asas kecermatan dan hak membela diri ASN."^^xsd:string;
