	bibo:abstract "Penelitian ini bertujuan untuk menganalisis peran dan tanggung jawab Pemerintah Pusat serta Pemerintah Kabupaten Bojonegoro dalam penyediaan trotoar umum yang aksesibel bagi penyandang tunanetra, serta mengidentifikasi kendala yang dihadapi dalam pelaksanaan kewajiban tersebut. Penelitian ini menggunakan metode penelitian hukum yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konseptual. Bahan hukum yang digunakan terdiri atas bahan hukum primer berupa peraturan perundang-undangan dan bahan hukum sekunder berupa buku, jurnal ilmiah, hasil penelitian, serta literatur yang berkaitan dengan perlindungan hukum dan aksesibilitas bagi penyandang disabilitas. Hasil penelitian menunjukkan bahwa pemerintah memiliki kewajiban konstitusional dan yuridis untuk menyediakan trotoar yang memenuhi standar aksesibilitas sebagai bentuk perlindungan hukum terhadap penyandang tunanetra. Namun, pelaksanaannya masih menghadapi berbagai kendala, antara lain keterbatasan anggaran, kurangnya pengawasan, rendahnya koordinasi antarlembaga, minimnya kesadaran masyarakat terhadap pentingnya menjaga fungsi trotoar, serta masih ditemukannya guiding block yang rusak, tidak berkesinambungan, atau terhalang berbagai hambatan. Kondisi tersebut mengakibatkan hak penyandang tunanetra atas aksesibilitas belum terpenuhi secara optimal. Oleh karena itu, diperlukan penguatan pengawasan, peningkatan koordinasi, penegakan ketentuan hukum, serta komitmen pemerintah dalam mewujudkan fasilitas publik yang inklusif, aman, nyaman, dan sesuai dengan standar aksesibilitas yang berlaku."^^xsd:string;
