Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi, serta dianalisis menggunakan teori Manajemen Strategis Fred R. David yang meliputi Perumusan Strategi, Implementasi Strategi, dan Evaluasi Strategi. Hasil penelitian menunjukkan bahwa ketiga tahapan tersebut telah dilaksanakan melalui identifikasi kebutuhan, pelatihan dan sosialisasi, penerapan SOP, monitoring, serta pembaruan sistem.
