	bibo:abstract "Penelitian ini menganalisis manajemen tata kelola dan pengembangan ekowisata Goa Nganten di Desa Rengel, Kabupaten Tuban, khususnya melalui program Open Trip. Analisis menggunakan pedoman lima fungsi manajemen Henry Fayol (POCCC), yaitu Planning, Organizing, Commanding, Coordinating, dan Controlling. Penelitian ini menggunakan metode kualitatif deskriptif. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi terhadap 7 informan yang ditentukan melalui teknik total sampling.\r\nHasil penelitian menunjukkan bahwa penerapan manajemen POCCC belum representatif dan belum berjalan ideal. Terdapat dualisme tata kelola yang mencolok antara instansi formal (BUMDes/Pemerintah Desa) dengan komunitas lokal. Pada fungsi Planning dan Organizing, BUMDes cenderung pasif, sehingga perencanaan dan pembagian kerja operasional sepenuhnya digerakkan secara swadaya oleh komunitas. Pada fungsi Commanding dan Controlling, pengawasan BUMDes hanya sebatas formalitas administratif (seperti retribusi), sedangkan komando dan pengawasan keselamatan (K3) mutlak ditegakkan oleh kedisiplinan komunitas pemuda. Sementara itu, fungsi Coordinating mengalami stagnasi akibat lambatnya respons birokrasi desa terhadap usulan perbaikan infrastruktur. Kesimpulannya, pariwisata ini mampu bertahan murni berkat inisiatif komunitas (community-based), meski terkendala payung hukum dan ketiadaan dukungan finansial. Untuk optimalisasi ke depan, sangat diperlukan pembentukan Perjanjian Kerja Sama (PKS) formal dan alokasi anggaran khusus untuk infrastruktur keselamatan"^^xsd:string;
