Abstract

This study aims to analyze base and non-base sectors, the potential of business sectors, and the classification of regencies/cities within the economic structure of East Nusa Tenggara Province from 2016 to 2025. A descriptive quantitative approach was employed using secondary data specifically Gross Regional Domestic Product (GRDP) at constant prices by economic activity, Indonesia's GDP, economic growth rates, and GRDP per capita for regencies/cities obtained from Statistics Indonesia (BPS). The analysis utilized the Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Klassen Typology. The results indicate that the leading sectors comprise agriculture, forestry, and fisheries; construction; public administration, defense, and compulsory social security; and education services. Potential sectors include transportation and warehousing; information and communication; human health and social work activities; and other services. Most regencies/cities are classified as relatively lagging regions, whereas Belu, West Manggarai, East Manggarai, Malaka, and Kupang City are classified as advanced yet depressed regions. These findings imply a need to strengthen leading sectors, develop potential sectors, increase investment, and ensure equitable infrastructure distribution across regions.
