Public Values Program Kartu Pedagang Produktif (KPP) di Kabupaten Bojonegoro

This research uses Mark Moore’s public value theory to analyze the public value of the Productive Trader Card program in Bojonegoro Regency. KPP is a government program as an effort to develop trade through MSMEs, so that the economy does not always rely on mining and quarrying. Public value theory consists of legitimacy and support, operational capabilities, and subtantively valuable. The research methodology uses a qualitative descriptive research method. Informants were determined through a purposive sampling strategy. Data were collected based on interviews and documentation, as well as secondary data analysis related to the research. The collected data were analyzed using the Miles & Huberman technique, including data reduction, data display, and conclusion drawing. The purpose of the research is to find out the public values in the KPP program. The results showed that the KPP program in terms of public value theory has been running well, although there are several indicators that have not been met. The first indicator is the absence of full support from the community, related to the lack of socialization. The second indicator is the unavailability of digital technology, the KPP making service cannot be done online. The third indicator has not achieved substantial value in terms of culture and ecology.
