Analisis Peran Stakeholders dalam Program Pemberdayaan Ekonomi dan Sosial melalui Sistem Agrosilvopastura di Kecamatan Ngasem Kabupaten Bojonegoro

Abstract: The Agrosilvopasture system is a combination of the forestry, agriculture and livestock sectors in one land management unit. The aim of this research is to analyze the role of stakeholders in the economic and social empowerment program through the agrosilvopastry system in Ngasem District, Bojonegoro Regency. This research uses qualitative methods. With data collection methods through observation, interviews and documentation. The informants involved were eight people. Technical data analysis is carried out using data reduction, data presentation and drawing conclusions. The data validity technique is carried out through source triangulation, technical triangulation and time triangulation to test the credibility of the data that has been obtained. The research results show that the agrosilvopasture system-based economic and social empowerment program has shown significant success in improving the welfare of communities around the forest through sustainable integration of agriculture, forestry and animal husbandry. The success of the program was achieved not only through increasing land productivity and community income, but also in restoring the ecological function of the forest. The role of strategic stakeholders, including policy creators, coordinators, facilitators, implementers and accelerators, is very important in creating effective synergies despite obstacles such as difficult road access, low human resource capacity and other technical obstacles. By collaborating between stakeholders and a participatory-based approach, we succeeded in overcoming obstacles in the program.

Abstrak: Sistem Agrosilvopastura merupakan gabungan sektor kehutanan, pertanian dan peternakan dalam satu kesatuan pengelolaan lahan. Penelitian ini bertujuan untuk menganalisis peran stakeholders dalam program pemberdayaan ekonomi dan sosial melalui sistem agrosilvopastura di Kecamatan Ngasem Kabupaten Bojonegoro. Penelitian ini menggunakan metode kualitatif. Dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Informan yang terlibat berjumlah delapan orang. Teknis analisis data dilakukan dengan menggunakan reduksi data, penyajian data dan penarikan kesimpulan. Teknik keabsahan data yang dilakukan melalui triangulasi sumber triangulasi teknik dan triangulasi waktu untuk menguji kredibilitas data yang telah diperoleh. Hasil penelitian menunjukkan bahwa program pemberdayaan ekonomi dan sosial berbasis sistem agrosilvopastura telah menunjukkan keberhasilan yang signifikan dalam meningkatkan kesejahteraan masyarakat sekitar hutan melalui integrasi pertanian, kehutanan, dan peternakan secara berkelanjutan. Keberhasilan program tercapai tidak hanya melalui peningkatan produktivitas lahan dan pendapatan masyarakat, tetapi juga dalam pemulihan fungsi ekologis hutan. Peran strategis stakeholders, termasuk policy creator, koordinator, fasilitator, implementer, dan akselerator sangat penting dalam menciptakan sinergi yang efektif meskipun terdapat tantangan seperti akses jalan yang sulit, kapasitas SDM yang rendah dan kendala teknis lainnya. Dengan berkolaborasi antara stakeholders dan pendekatan berbasis partisipatif berhasil mengatasi hambatan dalam program.
